: Colonel Gaddafi is using his sexy blonde daughter as his secret weapon in the war against Libya's rebels.
With revolutionaries fighting to take control of the country, Gaddafi is using pretty Aisha to rally battle-weary troops, reports the Daily Star.
The glamorous lawyer has gone to the front line to tell soldiers her dad is 'a great man and leader'.
Aisha, dubbed the Claudia Schiffer of North Africa, is known for her designer sunglasses and supermodel looks.
But with the country in the midst of a bloody civil war, the 34-year-old has ditched her makeup, donned a veil and headed to the war zone.
The mum-of-three has been stripped of her role as a UN Goodwill Ambassador because of her support for her brutal dad.
The rumoured death of one of her closest brothers, Khamis, 27, last week is said to be behind her rallying call.
He was reported killed by a kamikaze fighter pilot, but the state Wednesday showed apparently live footage of him greeting supporters.
Aisha has hated the West ever since she was nine, when her adopted sister Hanna was killed by a US air raid on Tripoli as they slept.
"I woke to the screams of my sister, with blood splattered all over me," recalled Aisha.
Since then Aisha, who married her cousin Ahmed al-Gaddafi al-Qahsi in 2006, has spoken out in support of the IRA and worked as a lawyer for former Iraq tyrant Saddam Hussein.

Bollywood actor Shiney Ahuja given 7 years for rape

MUMBAI - Award-winning Bollywood actor Shiney Ahuja was sentenced to seven years in prison on Wednesday for raping his maid, his lawyer said, in a case that shocked the world's largest film industry.
Ahuja was granted bail in October 2009 and ordered by the court to leave Mumbai, the home of Bollywood, three months after he was arrested on charges of rape, criminal intimidation and wrongful confinement of his maid, who is now 20 years old.
The 37-year-old actor will appeal against the sentence in the Bombay High Court, lawyer Srikant Shivade told Reuters. The trial court was closed to reporters.
Ahuja won a slew of awards for his 2003 debut in the critically acclaimed "Hazaaron Khwaishein Aisi". He has maintained his innocence throughout the judicial process.
In the more than 18 months between arrest and sentencing, Ahuja had been working on a new film.
"Shiney finished shooting for 'The Accident' a while back. But we haven't decided when to release it. That's a marketing and business decision," Ramkamal Mukherjee, head of corporate communications at Pritish Nandy Communications, told Reuters.
Another film featuring Ahuja, which has been ready for release for more than two years, has also not come out.
Ahuja is married and has a young daughter.
The sentencing of a movie star in India is rare.
Sanjay Dutt was sent to prison in 2007 for possessing a powerful firearm, while Salman Khan was found guilty in 2006 of shooting an endangered species of antelope.

Cricket diplomacy: PM meets Gilani over dinner in Mohali

Mohali, Mar 30 : Prime Minister Manmohan Singh tonight met his Pakistani counterpart Yousuf Raza Gilani over dinner here on the sidelines of the Indo-Pak cricketing encounter.
The dinner at the Punjab Cricket Association club house at the stadium here started mid-way between the high-voltage semi-final match when Pakistan had lost 2 wickets. The two leaders watched the Indian innings together.
Congress President Sonia Gandhi, Lok Sabha Speaker Meira Kumar, Union Agriculture Minister and ICC chief Sharad Pawar, Union Minister of State Sachin Pilot, Punjab Governor Shivraj Patil and National Security Adviser Shivshankar Menon were also part of the dinner engagement.
Chief Ministers of Punjab and Haryana Parkash Singh Badal and Bhupinder Singh Hooda respectively, Congress General Secretary Rahul Gandhi and Deputy Chairman of Planning Commission Montek Singh Ahluwalia were also present.
From the Pakistani side, Interior Minister Rehman Malik, Defence Minister Chaudhary Ahmed Mukhtar and Minister of State in Foreign Ministry Hina Rabani Khar, Awami National Party President Asfandyar Wali Khan and Pakistani High Commissioner to India Shahid Malik were present.

Gujarat bans book on Gandhi, Modi calls it perverse

Gandhinagar, March 30 : A controversial book on Mahatma Gandhi was banned in his native state of Gujarat Wednesday, with Chief Minister Narendra Modi saying its contents were perverse and defamed the icon of non-violence.
A resolution to ban it was moved in the assembly by Modi and was passed unanimously. The book, 'Great Soul: Mahatma Gandhi and His Struggle With India', by Pulitzer winning journalist Joseph Lelyveld, created a controversy after reviewers said it suggested that the Mahatma was a bisexual.
While Lelyveld has reportedly denied ever writing that Gandhi was a bisexual, Modi said he has displayed a perverted mentality in writing the book and hurt the sentiments of the masses.
'This publication defames the Mahatma and there is rising anger not only in Gujarat but in the entire country. The perversion shown in the writings not only deserves to be condemned in the strongest possible terms but cannot be tolerated. I know that the members of this august house share my feelings,' he added.
The chief minister said, 'I would like to inform the house that the Gujarat government has decided to ban the publication, printing or distribution of the book in the state with immediate effect.'
Modi said that Mahatma Gandhi was not only a very revered figure in India but his entire life was devoted to the welfare of mankind. 'The writer has indulged in the most reprehensible act by hurting the sentiments of millions of people and must, therefore, tender a public apology.'
'Not only this but this assembly also appeals to the government of India to ban the book with immediate effect in the country.'
Congress leader and Leader of Opposition Shaktisinh Gohil said not only should the book be banned but the government of India should also initiate action against the writer.
The resolution was passed unanimously.

India's population now stands at 1.21 billion

New Delhi, Mar 31 : India's population is now pegged at 1.21 billion, an increase of more than 181 million in the last 10 years, according to the provisional 2011 Census report released today.
The population comprising 623.7 million males and 586.5 million females is almost equal to the combined population of the United States, Indonesia, Brazil, Pakistan, Bangladesh and Japan put together.
The population has increased by more than 181 million during the decade 2001-2011, the report said. The growth rate in 2011 is 17.64 per cent in comparison to 21.15 per cent in 2001.
The 2001-2011 period is the first decade -- with exception of 1911-1921 -- which has actually added lesser population compared to the previous decade, Registrar General of India and Census Commissioner of India C Chandramauli said in presence of Home Secretary Gopal K Pillai.
Among the states and Union territories, Uttar Pradesh is the most populous state with 199 million people and Lakshadweep the least populated at 64,429.
The combined population of UP and Maharashtra is bigger than that of the US.
The highest population density is in Delhi's north-east district (37,346 per sq km) while the lowest is in Dibang Valley in Arunachal Pradesh (just one per sq km).
Child sex ratio in 2011 is 914 female against 1,000 male--the lowest since Independence.
According to the data, literates constitute 74 per cent of the total population aged seven and above and illiterates form 26 per cent.
The literacy rate has gone up from 64.83 per cent in 2001 to 74.04 per cent in 2011 showing an increase of 9.21 per cent.

Rape case: Chargesheet filed against former Karnataka minister

Shimoga: A chargesheet was filed on Wednesday in a local court against former Karnataka minister Harathalu Halappa in a rape case.
The state CID police submitted the chargesheet before the 3rd Judicial Magistrate First Class court judge Srinivasa Gowda.
Chandrawathi, wife of Halappa's friend, had charged that she was raped by the BJP leader in her house at Shimoga on Nov 26, 2009.
On May 2010, Chandrawathi and her husband Venktesha Murthy filed a complaint against Halappa.
Following his arrest, Halappa was forced to resign from the B S Yeddyurappa Ministry last year and the case transferred to CID for investigation.
Halappa was in judicial custody for about 50 days before he was released on bail by High Court.

Shah Rukh Khan to do Dhoom 5?

If King Khan ever has to work in the Dhoom franchise, it has to be Dhoom 5. And there is reason behind it…

Apparently there is a joke that goes amongst Shah Rukh Khan’s close friend circle that if Shah Rukh Khan is ever approached to do Dhoom he will be game for it. But not so soon! Yash Raj will have to make another two installments to be able to reach him for taking forward their Dhoom franchise. If it ever has to happen, Shah Rukh Khan will act in Dhoom 5 .

Does that sound weird? But SRK has logic behind it. With every part, the makers of Dhoom have raised the bar and introduced a new villain who was a bigger star that the earlier part. It started with John Abraham. Then they got Hrithik Roshan in Dhoom 2 and now they have Aamir Khan in Dhoom 3 . So by the time they reach the fifth part and employ all the so-called superstars in their franchise, they would need the biggest superstar of them all to play the negative lead inDhoom 5 . And that’s when Shah Rukh Khan comes into picture!

Katrina Kaif is expected to join confirmed stars Hrithik Roshan and Priyanka Chopra in the second installment of Krrish series. While Ajay Devgn has been offered the baddie role. The actor is in talks with the director Rakesh Roshan.

The role offered to AJ is “an ultra cool, stylish persona with gray shades intelligent, edgy, witty, smart and evil something along the lines of the Joker’s character in Batman series” and is “in complete contrast to anything he has done before.”
According to the Times of India, filming on the project will commence in the next few months. A source told the paper: “The film is expected to go on floors on June 15 after Hrithik finishes shooting the major schedule of Agneepath in Diu.

However, both Chopra and Kaif are said to be unhappy about working together. Kaif recently worked with Roshan on Zoya Akhtar’s Zindagi Na Milegi Dobara, which was largely filmed in Spain.

Sources close to Kat say that she is already thinking of her wardrobe and other requirements for one of Bollywood’s most-awaited sequels.

Probe against CM can begin straightaway: Lokayukta Police

Bangalore, Mar 28 :Lokayukta Police today said it could commence its probe straightaway into a private complaint against Chief Minister B S Yeddyurappa and his family members for their alleged involvement in land and illegal mining scams.
"According to our chief of legal cell whose views had been sought for filing an FIR in this case, there is no need to file an FIR at all. Investigation in this case can commence straightaway", Additional Director General of Police (ADGP) Rupak Kumar Dutta told PTI.
On March 25, the Lokyukta police were served orders by the Special Court directing it to complete the enquiry into one of the five complaints lodged before it by two city-based advocates against Yeddyurappa and his family members and submit its report on the issue by May 4.
In reply to the court''s order, Lokayukta police had said that they would seek legal opinion before deciding the future course of action.
Legal experts had said Lokayukta Police was likely to register a "technical FIR" for their records before the probe.
Advocates Sirajin Basha and K N Balaraj have filed five complaints against Yeddyurappa and his family members in connection with the allegations after receiving Governor H R Bharwaj''s sanction for prosecution of the Chief Minister.
The first complaint levelled three charges - denotification of agricultural land in a layout, its sale to Yeddyurappa''s son B Y Vijayendra and his son-in-law Sohan and subsequent sale to a private mining firm.
The second complaint related to "illegal sale" of another piece of land in the same layout to a private developer of which Yeddyurappa''s two sons and son-in-law are directors and third to "illegal amalgamation" of road land and 10 sites in the layout.

Govt acting fast on fake pilot licence scam: Vayalar Ravi

Thiruvanathapuram, Mar 28 : The government is "acting very fast" against those linked to the fake pilot licence scam and has set up an independent committee to audit all 40 flying schools in the country, Civil Aviation Minister Vayalar Ravi said here today.
"The Union government is acting fast on the matter. The aviation ministry had set up an independent committee which will audit all the 40 flying schools in the country," he said at a press meet, on a query on whether the probe was going slow.
Ravi said action had to be taken step by step and that all pilots cannot be grounded and checked. "And we can''t arrest every officer in the DGCA. It is not possible."
He said a few officers in DGCA were involved in the scam. "We have suspended one and he is now in jail. Others will be arrested according to law as the investigation progresses."
Ravi said all fake pilot training institutions would be sealed and such schools would not be allowed to exploit students who were paying huge amounts.
"We will also change the rules to see educated people come in. Graduation should be the minimum qualification," he said.
The Minister said complaints were being examined by the authorities. A meeting of airline officials and DGCA was called to discuss the issue, he said.
"Directions have been given to see that DGCA is informed about any small error on the part of pilots. I can assure you that we will take action against every fake pilot," he said.

Govt appoints spcial court to try 2G scam

New Delhi, Mar 28 : Government today appointed a special court to try cases relating to 2G-spectrum scam following directions of the Supreme Court.
Delhi Government issued a notification designating Om Prakash Saini as a special judge to "undertake the trial of cases in relation to all matters pertaining to 2G scam exclusively."
In a separate notification, Department of Revenue in the Finance Ministry designated the sessions court of Saini as special court to deal with offences under the Prevention of Money Laundering Act 2002.
The Law Ministry had favoured the special court to be given the powers of a sessions court as the Enforcement Directorate, looking into alleged violations of Prevention of Money Laundering Act, cannot file a chargesheet in a lower court according to the provisions of the Act.
"We have issued the notification to try exclusively the 2G scam cases after getting approval from the Lt Governor Tejinder Khanna," Delhi Law Secretary S P Garg told PTI.
The apex court had asked the government to set up a special court exclusively for dealing with the 2G spectrum case.
CBI had informed the court that it will file the first chargesheet in 2G spectrum scam against former Telecom Minister A Raja and other accused under the Prevention of Corruption Act for cheating and forgery by March 31.
Attorney General G E Vahanvati had written to Moily suggesting him to request the Chief Justice of the Delhi High Court to initiate the process for nominating a judge for the purpose.
Following the AG''s opinion. Moily had written to Delhi Chief Minister Sheila Dikshit and Delhi High Court Chief Justice Deepak Misra to nominate a judge for the purpose.

Indo-Pak Home Secys meet: Talks positive, progress in right direction, says Pillai

New Delhi, Mar 28 : Union Home Secretary G K Pillai after the completion of the first round of talks with his Pakistani counterpart Chaudhary Qamar Zaman here on Monday said that the talks were extremely positive and progress was being made in the right direction.
"Talks are extremely positive and progress made in the right direction," said Pillai after emerging from the meeting.haudhry, who is leading a six-member delegation, had on Sunday said Pakistan is ready to talk on all issues with India.
Chaudhry, who came to India through the Wagah-Attari border check post with an 'open mind', hoped that the talks would be held in an congenial atmosphere with his colleague.
"My priority would be to take this message of peace and friendship from Pakistan to my friends in India, with whom I will get the opportunity to meet after a break of couple of years to exchange our views. A number of issues are those required in promoting our relationship between the two countries, " Chaudhry said as soon as he entered the Indian Territory on Sunday afternoon.
The two-day meeting between Home Secretary G K Pillai and his Pakistani counterpart Chaudhary Qamar Zaman will deliberate on a wide range of issues, including Islamabad's disinclination in co-operating fully in bringing to justice the perpetrators of 26/11 Mumbai terror attacks.
Dismantling of terror camps across the border, progress in the 26/11 trial and the Samjhauta Express blast probe will dominate the talks.
The meeting comes ahead of the Prime Minister, Dr. Manmohan Singh's, possible meeting with his Pakistan counterpart Yousuf Raza Gilani, during the semi-final India and Pakistan clash at Mohali on March 30.
Gilani has accepted Dr. Singh's invitation to visit India to watch the match.

PAC summons Niira Radia, Ratan Tata on Apr 4 in 2G case

New Delhi, Mar 28 : Parliament''s Public Accounts Committee has summoned corporate lobbyist Niira Radia and Tata Group Chairperson Ratan Tata on April 4 to discuss their role in the 2-G Spectrum allocation case.
Sources said the PAC will meet on April 4 and 5 to discuss the 2-G spectrum allocation case which had led to the resignation of Telecom Minister A Raja. He was later arrested and is still in custody.
"Niira Radia and Ratan Tata have been called on April 4 to discuss their role in the 2-G allocation. On April 5, representatives of four companies - Swan Telecom, Reliance, Airtel and Unitech - have been asked to present themselves," they said.
After editors of ''Outlook'' and ''Open'' magazines were called in the 2-G spectrum case to question them on the revelations made in their respective publications about tapes regarding Radia''s telephonic conversations with captains of industry and important journalists, it was clear that she would be summoned by the PAC.
PAC Chairperson Murli Manohar Joshi as well as several members of the panel had expressed "satisfaction and happiness" with the deposition made by Vinod Mehta (Outlook) and Manu Joseph (Open).
The tapes brought to light Radia allegedly lobbying with journalists and important people to influence formation of the UPA-II cabinet, especially the Telecom portfolio. Radia is allegedly heard in the tapes making a case for Raja to get the telecom portfolio and ensure that Dayanidhi Maran (also of DMK) is kept out.
Ratan Tata also figures in some of these purported conversations with Radia.
Representatives of four key players and alleged beneficiaries, namely Reliance (Anil Ambani Group), Airtel, Swan Telecom and Unitech, have been summoned on April 5.
Tata and Reliance are clients of Radia''s Vaishnavi Communications.
Swan Telecom, now DB Etisalat, chief Shahid Usman Balwa is already in custody in the 2-G Spectrum case.

Left leaders meet EC, complain about TC

New Delhi, Mar 28 : Targeting their opposition in West Bengal, the Left parties today asked the Election Commission to conduct a thorough probe into the end use of cash worth Rs 57 lakh which was reportedly carried by a Trinamool Congress MP in a private plane four days ago.
"We urged the Commission to enquire into why (Trinamool Rajya Sabha MP) K D Singh was allowed to leave the Delhi airport and take the cash of Rs 57 lakh along with him. Why was the cash not confiscated," CPI(M) leader Nilotpal Basu told reporters after a 45-minute meeting with Chief Election Commissioner S Y Quraishi and two of his top colleagues here.
On March 24, Singh was reportedly allowed to fly in a private plane from Delhi to Guwahati even after the cash was found on him, Basu said, adding that Assam was a poll-bound state where the Trinamool Congress was contesting a large number of seats.
"We are also surprised by his reported claim that this money was legitimately drawn from a bank for his own business purposes. We are unaware of business activities in the present times which require such a major volume of cash movement," Basu said.
The CPI(M) leader, who was accompanied by D Raja (CPI), Abani Roy (RSP) and S P Tiwari (Forward Bloc), questioned as to why the Bureau of Civil Aviation Security officials who had held the Trinamool MP and his associates along with the money, had allowed him to go.
"And, most importantly, why the money itself was not confiscated. We think this is rather strange because even if the source is known, nobody can vouch for the manner of end use", he said.
In a memorandum, the four parties said "therefore, monitoring of the trail of the money found in the possession of Singh and a thorough enquiry of his whereabouts and activities is urgently called for".
Alleging that prominent Congress leader of Kerala Ramesh Chennithala was using a helicopter for poll campaign that was being flown out of a Kerala police ground, Raja said he also drew the EC''s attention and wanted to know about the expenses incurred and how a government helipad was being allowed to be used.
Claiming that Chennithala used the helipad at the Kottayam Police Parade Ground, Raja quoted EC rules and asked "is it not the use of places like police parade ground a violation of electoral laws".
He also demanded an urgent probe into the incident.

Syrian forces fire to disperse Deraa protest

DAMASCUS - Syrian forces opened fire to disperse hundreds of protesters in Deraa calling for an end to emergency laws on Monday, but demonstrators regrouped despite a heavy troop deployment, a witness said.
At least 61 people have been killed in 10 days of anti-government protests in the southern city, posing the most serious challenge to President Bashar al-Assad's rule.
Assad has yet to respond to the demonstrations, which have spread to the port city of Latakia and Hama, but Vice President Farouq al-Shara said Assad would give an important speech in the next two days.
The demonstrators in Deraa converged on a main square chanting: "We want dignity and freedom" and "No to emergency laws", the witness said. He said security forces fired in the air for several minutes, but protesters returned when they stopped.
Security forces have reduced their presence in recent days in the poor, mostly Sunni city, but residents said on Monday they had returned in strength.
"(Security forces) are pointing their machine guns at any gatherings of people in the area near the mosque," said a trader, referring to the Omari Mosque which has been a focal point of demonstrations in the city.
Abu Tamam, a Deraa resident whose house overlooks the mosque, said soldiers and central security forces occupied almost every metre outside the mosque. Another resident said snipers had repositioned on many key buildings.
"No one dares to move," he said, speaking before Monday's demonstration began.
Such demonstrations would have been unthinkable a couple of months ago in Syria, where the Baath Party has been in power for nearly 50 years but now faces the wave of Arab revolutionary sentiment which has toppled leaders in Egypt and Tunisia.
EMERGENCY LAWS
Vice President Shara said Assad would give an important speech in the next two days that would "assure the people", according to the official news agency, SANA.
Assad has been criticised by the West and even close ally Turkey, Syria's northern neighbour, for using violence against peaceful protesters.
At home he is facing growing demands to scrap emergency law, which was imposed by the Baath Party when it took power in a 1963 coup, to release thousands of political prisoners, allow freedom of speech and assembly and curb the free reign the security apparatus has in the country of 22 million.
"I think he is not decided on whether to go on television and try to defuse the situation or choose an even more brutal crackdown route," a senior diplomat in Damascus said.
Lawyers say emergency law has been used by authorities to ban protest, justify arbitrary arrests and closed courts and give free rein to the secret police.
"I do not see Assad scrapping emergency law without replacing it with something just as bad," he added.
Assad, 45, sent in troops to the key port city of Latakia on Saturday, signalling the government's growing alarm about the ability of security forces to keep order there.
The government has said 12 people were killed in clashes between "armed elements" -- whom they blame for the violence -- citizens and security forces. Rights activists have said at least six people had been killed in two days of clashes.
State television showed on Sunday deserted streets in Latakia, littered with rubble and broken glass and two burnt-out, gutted buses. Latakia is inhabited by a potentially volatile mix of Sunni Muslims, Christians and the minority Alawites who constitute Assad's core support.
Assad has pledged to look into granting greater political and media freedoms but this has failed to dampen the protest movement now in its 11th day.
In an attempt to placate protesters, authorities have freed 260 mostly Islamist prisoners. They also released political activist Diana Jawabra and 15 others arrested for taking part in a silent protest.

No threat to Cricket World Cup: Interpol tells India

New Delhi, Mar 28 : Interpol, the world police organisation, today conveyed to India that there was no threat to the ongoing Cricket World Cup and media reports in this regard were "absolutely wrong".
Interpol conveyed this to the CBI this afternoon, saying there was no intelligence input from their side which suggested any terror strikes on the ongoing cricketing tournament, the agency said.
The CBI said that a telephonic message was received this afternoon in which the Interpol said that it had "not issued any arrest warrant against anyone and that media reports were absolutely wrong."
The world police organisation also issued a statement in in which it flatly denied issuing any arrest warrant against any national of Maldives.
"Interpol''s General Secretariat headquarters and its Major Event Support Teams (IMESTs) deployed to the host countries for the 2011 Cricket World Cup (Bangladesh, India and Sri Lanka) continue to work with all of INTERPOL''s 188 member countries to help ensure that the 2011 Cricket World Cup remains safe and secure for participants, officials and spectators.
"In this respect, an article entitled ''Interpol on the hunt for two Maldivians involved in planning Cricket World Cup attack'' and published in the newspaper Haveeru on March 26, 2011 in the Maldives contains serious inaccuracies which require a correction by the newspaper and an express denial from Interpol," the statement said.
The article that appeared in a Maldivian newspaper said "two Maldivian nationals, who are believed to be connected to a Pakistani terrorist group, are now wanted by the Interpol for conspiring to attack international cricketers during the ongoing 2011 Cricket World Cup."
Interpol, however, said in fact there are currently no Maldivians wanted for arrest by Interpol for conspiring to attack any of the 2011 Cricket World Cup events.
Commenting on the claims of the newspaper that some official of Interpol had stated that it had "received reliable information on four Pakistanis, two Maldivians and an Afghan, who are believed to have details of the plan to attack a world cup venue," it said "in fact, no official from Interpol has provided Haveeru (the newspaper) with any such information since Interpol has received no such information."

Advani, Sushma, Modi to campaign in Tamil Nadu

Coimbatore, Mar 28 : Top BJP leaders including L K Advani, Nitin Gadkari, Sushma Swaraj and Narendra Modi are set to visit Tamil Nadu to campaign for their candidates in the run-up to the April 13 Assembly elections, party All India Secretary, B Muralidhar Rao said today.
Leader of Opposition in the Lok Sabha, Sushma Swaraj, will campaign for two days in Coimbatore and Tirupur districts on March 31 and April one, Rao said.

Guwahati, Mar 28 : Stating that phraseology like ''opportunistic'' was inconsistent with BJP''s views, senior BJP leader Arun Jaitley today hoped Congress would take Wikileaks seriously on the ''cash for vote'' issue.
"Any comment or use of phrase used by a US diplomat such as ''opportunistic'' is completely inconsistent to views expressed by us. It is inconsistent to our phraseology or ideology. It is neither our view nor our ideology," Jaitley told reporters here.
"In response to our Congress friends (accusation)... now that they are taking Wikileaks so seriously, I hope that they take it equally seriously on the cash for vote," he said.
Asked about his reaction to Telecom Minister Kapil Sibal slamming him for his remarks on Hindutva, he replied cryptically "Then they will probably have a lot more to answer."
"I clarified two days ago that some of the views in reference to me, particularly in relation to denial of visa to Gujarat chief minister Narendra Modi by the US government is our strong position against terrorism and infiltration in the Northeast. We are strongly expressing nationalistic views and this has been our course of ideology from the beginning", the leader of the opposition in Rajya Sabha said.

Close shave for two Karnataka ministers

Bellary: Karnataka Tourism Minister and mining magnate G Janardhana Reddy and Health Minister B Sreeramulu escaped unhurt on Monday when the private chartered aircraft by which they were flying suffered a tyre burst at Hyderabad airport.
Both the ministers, accompanied by some officials, had left here for Hyderabad enroute to Delhi this morning and had a brief stop over for refuelling at Hyderabad airport.
However, one of the tyres of the aircraft burst during take-off, following which all those on-board were evacuated safely, the sources said.
While Reddy left for Delhi by another aircraft, Sreeramulu decided against travelling after the incident, they said.
Reddy and Sreeramulu were travelling to Delhi to receive an award that the state''s Tourism Department had won, the sources said.

Wanted LeT militant killed in encounter at Sopore

Srinagar, Mar 28 : A wanted Lashkar-e-Toiba (LeT) militant from Pakistan was today killed in a gunbattle with security forces at Sopore in north Kashmir''s Baramulla district.
"An LeT militant, Chacha Talha, was killed in an encounter with security forces at Reban in Sopore town, 55 kms from here," a police spokesman said.
The gunbattle broke out after security forces launched an operation following information about the presence of militants in the area.
Talha was on the wanted list of security forces for the past more than two years and was allegedly involved in several civilian killings and attacks on security forces, official sources said.
The sources said one AK rifle, two magazines and some torn currency notes were recovered from the spot.

London, Mar 27 : Lakshmi Mittal, the Chairman and CEO of the world''s largest steel-maker ArcelorMittal, earned a 11 per cent hike in his base salary in 2010, after suffering pay cuts in the previous two consecutive years.

Mittal earned a base salary of USD 1.65 million in 2010, compared to USD 1.49 million in the previous year, according to ArcelorMittal''s annual report.

In the previous two years, the company had given a pay cut to its entire board, including Mittal, as the firm lost money amid slumping steel sales.

In addition, Mittal''s daughter, Vanisha Mittal Bhatia, received a base salary of USD 172,000 in 2010, up from USD 164,000 in the previous year.

Mittal''s other peers on the board -- Narayanan Vaghul, Wilbur L Ross, Lewis B Kaden, Francois Pinault, Antoine Spillmann and HRH Prince Guillaume -- also witnessed a hike in their base salaries in 2010.

According to the report, the total compensation paid in 2010 to members of the company''s senior management, including L N Mittal in his capacity as CEO, was USD 17.8 million in base salary, including certain allowances paid in cash, such as allowances relating to car, petrol, lunch, financial services and balance settlements.

Furthermore, the company gave USD 7.2 million in short-term performance-related variable pay, consisting of a bonus linked to 2009 results that was paid partly in cash and partly as share-based compensation.

As of December 31, 2010, about USD 1.8 million was accrued by the company to provide pension benefits to its senior management.

The company, which was reeling under pressure because of slumping steel demand, decided to reduce the salaries of its board of directors by 12 per cent and 15 per cent in 2009 and 2008, respectively.

Hasan Ali case: Apex court loses cool at ED report

New Delhi: The Supreme Court Monday was angry at the Enforcement Directorate's (ED) which submitted its second status report on money laundering by India's top tax evader Hasan Ali.
A bench of Justice B. Sudarshan Reddy and Justice S.S. Nijjar said: 'When we look at the (status) report, it is very difficult to remain calm and poised as to what was happening in the country. Let the people of this country know what is happening.'
The status report was submitted to the court in a sealed cover, and the judges asked why its contents shouldn't be made public.
Solicitor General Gopal Subramanium told the court that Hasan Ali had given a written statement to the ED that there was a danger to his life and his family.
Justice Reddy asked the solicitor general as to why a multi-disciplinary special investigating team, comprising officials from the Research and Analysis Wing (RAW), Intelligence Bureau (IB), the Central Bureau of Investigation (CBI) and the ED should not be constituted by the court to investigate the case.

India, Africa target USD 70 bn trade by 2015

New Delhi, Mar 28 : India and Africa have set a target to take two-way commerce to USD 70 billion by 2015 on the back of increasing economic engagement between the two sides.
Currently, bilateral trade between India and Africa stands at about USD 45 billion.
"We have set for ourself a target of USD 70 billion by 2015 and I am sure that we will be able to achieve it," Commerce and Industry Minister Anand Sharma said here at CII''s India-Africa conclave.
He said huge potential is available for businessmen of both India and Africa.
In the presence of the minister, EXIM Bank has entered into an agreement on a project basis with Tanzania and Mozambique to provide lines of credit worth USD 36 million and USD 20 million, respectively.
Speaking on the occasion, Mozambique Prime Minister Aires Bonifacio Ali invited Indian businesses to invest in Africa.
"Indian multinational companies, small and medium enterprises and individuals are already investing in Africa, and the results are encouraging. Indeed, we would like to reiterate our warm invitation to all Indian business people to make huge investments in Africa and join our efforts geared to boost and diversify our economies, thus contributing to African development," Ali said.
Over 650 participants from more than 36 African nations, including the Prime Ministers of Mozambique and Togo, the Deputy Prime Minister of Somalia and ministers from over 19 African countries, are taking part in the conclave.

Banking licence draft guideline by end of this month: Finmin

New Delhi, Mar 28 : The Reserve Bank will announce draft guidelines for giving new banking licences in the next few days, the Finance Ministry today said.
"RBI will come up with the guidelines by the end of this month," Department of Economic Affairs Secretary R Gopalan told reporters on the sidelines of a CII function.
He further said the Finance Ministry would have a look at the draft guidelines and comments would be invited before the final guidelines were notified.
In the Budget 2011-12, Finance Minister Pranab Mukherjee had said the RBI plans to issue guidelines for the grant of new banking licences before the close of this financial year.
In the last Budget, it was announced that the Reserve Bank of India would consider giving traditional banking licences to private sector players, he had said.
Following the announcement made by the Finance Minister, the Reserve Bank had brought out a discussion paper in August, 2010, on giving out new banking licenses to business houses and non-banking finance companies, besides regulations for the same to foster greater competition.
The RBI also sought to know "whether industrial and business houses could be allowed to promote banks." Furthermore, it sought stakeholders'' views on whether NBFCs should be allowed to convert into or promote banks.
The RBI has received comments on its discussion paper from all stakeholders.
Various entities like Reliance Capital, IndiaBulls, Religare, IL&FS, IDFC, IFCI and Aditya Birla Financial Services are reported to be mulling an entry into the banking space.
At present, India has 26 public sector banks, seven new private sector banks, 15 old private sector banks, 31 foreign banks, 86 regional rural banks, 4 local area banks, 1,721 urban cooperative banks, 31 state cooperative banks and 371 district central cooperative banks.

Lucknow, Mar 28 :Former Union Minister Mani Shankar Aiyar today rubbished Wikileaks expose that he was replaced by Murli Deora as Petroleum Minister in 2006 under US pressure.
He, however noted that the US was happy that he was removed.
"It is rubbish that petroleum portfolio was taken from me as the US was unhappy," Aiyar told reporters here in a reply to a question on Wikileaks reports.
He said that during UPA-I he was given additional and "temporary" charge of Petroleum Ministry along with Panchayati Raj.
"It was my luck that the temporary charge lasted for 20 months as the first cabinet reshuffle happened after that and as petroleum minister I did an outstanding job," he said.
Aiyar said that the Iran-Pak-India pipeline project plan chalked out during his stint as the minister was against the US strategy.
"The plan, which was part of a larger vision, was crucial from the fuel safety and economy of the country," he said.
He said that the US, which had imposed sanction against Iran, was against the project as it had benefited the country financially.
"In fact I proposed to extend the pipeline to China so that Pakistan does not play any dirty trick. The plan had go ahead approval from all concerned including the Prime Minister to start negotiations," he said.
The former minister said that a section in the US may be happy from his ouster from the petroleum ministry.
"US were happy that I was removed. It was no so that I was removed as US was unhappy therefore I was removed," he said.
"It was no so that the PM went to the US diplomat to ask that who should be appointed as the minister," he added.
On Wikileaks, he said that if cable can lie about Jaitley, then it can also lie about Nachiketa Kapur, who is described as a political aide.
CPI(M) General Secretary Prakash Karat had yesterday said the Left, which provided outside support to the UPA-I, was aware that Mani Shankar Aiyar was shifted out of the Petroleum Ministry in 2006 as he was pursuing energy policy which the Americans did not like.
Aiyar, who was here to attend the meeting of Rajiv Gandhi Panchayat Raj organisation as its national coordinator, alleged that Uttar Pradesh was most backward in panchayati raj.
"A lot of progress has been made in others states, but unfortunately UP is miserably lagging behind. The state has to be taken forward in the interest of the people," he said.
He said that the state has a very good law, set of rules and information, only the will power was lacking.
"Our intention is to associate more and more people ahead of the state Assembly election to win the polls, but the larger objective is to strengthen the panchayati raj in the state," he said.
The former minister said that all centrally sponsored schemes should be stopped and finance, function and functionaries should be handed over to the panchayats to strengthen the system.

Gates, Clinton defend Libyan intervention, say it may last for months

Washington, Mar 28 : US Defence Secretary Robert Gates and Secretary Hillary Clinton are of the opinion that the Obama administration's decision of carrying out military action to avert a massacre in Libya is justified, adding that the operation could drag on for months or even into next year.
The duo said that the allied airstrikes had scored early successes, sealing off the skies over Libya and stopping Colonel Muammar Gaddafi's forces from entering the rebel stronghold city of Benghazim, The New York Times reports.
Gates also acknowledged that the unrest in Libya does not pose an immediate threat to the United States.
On being asked whether Libya was a vital interest for America, Gates denied the suggestion saying: "No, I don't think it's a vital interest for the United States, but we clearly have interests there, and it's a part of a region which is a vital interest for the United States."
Clinton further said that the issue was rather a "vital" interest to the United States' allies in Europe.
"Let's be fair here. They didn't attack us, but what they were doing and Qaddafi's history and the potential for the disruption and instability was very much in our interests, as Bob said, and seen by our European friends and our Arab friends as very vital to their interests," she said.
Meanwhile, US President Barack Obama, who has contradicted Gates and Clinton by saying that intervening in Libya was "in our national interest," has been urged to clarify the issue.

India, Pakistan talk in shadow of "cricket diplomacy"

NEW DELHI - Indian and Pakistani officials began their first formal peace talks since the 2008 Mumbai attacks on Monday in a meeting pushed into the background by the decision of their leaders to meet during a World Cup cricket match between the two countries.
The two home secretaries, the top civil servants in charge of security issues, met in New Delhi to repair relations between nuclear rivals broken off after the Mumbai attacks when Pakistani militants killed 166 people in a three-day shooting spree.
The talks are due to end on Tuesday, but the focus has already turned to Wednesday's World Cup cricket semi-final between the two old rivals after Prime Minister Manmohan Singh invited Pakistani Prime Minister Yusuf Raza Gilani to the game.
Progress in Monday's talks was anyway expected to be small. They are about preparing the groundwork for a ministerial meeting in July that would put issues like Kashmir, terrorism and trade on the negotiating table in what is known as the "composite dialogue".
The two countries, which have fought three wars since their independence from British rule in 1947, agreed in February to resume formal peace talks.
In a goodwill gesture ahead of the cricket match, President Asif Ali Zardari will also free an Indian national, Gopal Das, who has been languishing in a Pakistani prison for 27 years as an alleged spy.
Wednesday's match has been heralded as "cricket diplomacy", something of a tradition between the two countries that has at least helped ease tensions in the past.
Former Pakistani president Mohammed Zia ul-Haq visited India in 1987 to watch a one-day match when the two countries' armies were eyeball-to-eyeball on the border.
In 2005, Pakistan's then military ruler, Pervez Musharraf, travelled to India to watch a match but the trip effectively turned into a summit and the two leaders agreed to open up the militarised frontier dividing the disputed Kashmir region.
"Going by past experience, however, cricket diplomacy has sadly been about short-lived atmospherics," The Times of India said in an editorial.
The match has turned Chandigarh into a fortress. There will be a "no fly zone" around the stadium and commandos will patrol the city. Anti-aircraft guns will be placed near the stadium, the Times of India reported.
Touted as "the mother of all cricket contests", the game between the two cricket-mad nations has reportedly seen requests from business tycoons, including India's richest man, Mukesh Ambani, to allow them to park their private jets in Chandigarh.
Tickets sell on the black market for as much as $2,000 in a country where 450 million live on less than $1.25 a day.
On Monday, an estimated 1,000 angry protesters hurled stones and clashed with police outside the stadium in the tiny town of Mohali, but police said the protests were not connected with a shortage of tickets that has angered fans in several other Indian cities.
The match is taken so seriously and the stakes for national honour so high that Pakistani Interior Minister Rehman Malik warned the Pakistan team not to cheat, refocusing attention on match-fixing allegations last year that embarrassed the country and tarnished its cricket reputation internationally.
"I had issued a warning yesterday that there should not be any match-fixing. This time I have very close eye on it and if any such thing happens, we will take action," he said.
He said players had been put under strict intelligence surveillance and their movements and telephone calls were being monitored. "Because what has happened in London, we cannot take a chance."
Three team members were given lengthy suspensions by the International Cricket Council following last year's allegations of spot-fixing during a tour of England.
SCEPTICISM ON ALL SIDES
Pakistanis will be sceptical that Singh is simply playing to his domestic audience and trying to distract from a string of corruption scandals that have effectively paralysed the Congress-led government for months.
"If the Indians have invited the prime minister and the president, there is no harm in going there, because this is a gesture," said Ejaz Haider, a Pakistani political analyst and contributing editor for Friday Times,
"But this gesture in itself is not going to result in any breakthrough in substantial terms."
Many Pakistanis also see little chance the ruling Congress party and its powerful, ruler-behind-the scenes Sonia Gandhi are really interested in making peace overtures.
It is a risky issue for any Indian leader, one that wins few votes and would quickly backfire if there was another attack in India blamed on Pakistan.
India, for its part, has always been sceptical about peace talks with civilian leaders in Pakistan, who play second fiddle to a more hawkish military intelligence service and army.
TIME FOR A CHANGE
But there may be new political winds blowing.
The 78-year Singh was born in Pakistan before moving to India after Partition in 1947. Peace with Pakistan would secure his political legacy, threatened by months of corruption scams that have led the opposition to call for his resignation.
Pakistan is also facing an increasingly difficult regional environment. India's new economic clout has seen it grow in influence with Pakistan's traditional ally, the United States. New Delhi has also been increasingly involved in aid to Afghanistan, seen as Islamabad's backyard.
In one sign that India may be taking these talks more seriously, the Times of India reported on Sunday that New Delhi wanted to open channels of communications with the Pakistan army chief and the head of its intelligence service, seen as the real power brokers in any talks.
Singh's perceived determination may win similar commitment from the other side.
"This kind of reputation that the PM has, in my view it helps," said Naresh Chandra, a former ambassador to the United States.
"It creates a climate that you can do business with this prime minister. It encourages the Pakistani side to do so."

Haryana Jats withdraw agitation after talks with Hooda

Chandigarh, Mar 26 : Agitating Jats in Haryana, demanding reservation in Government jobs under OBC quota, on Friday night withdrew their three-week-long stir after talks with Chief Minister Bhupinder Singh Hooda in Jind.
In a statement issued here, Hooda said those agitating had agreed to lift all blockades and dharnas with immediate effect.
"It has also been decided to set up 'Haryana Backward Classes Commission' within a month," he said.
The commission would consider the demand of communities of Roar, Jat, Jat Sikh, Tyagi, Bishnoi and others, which wish to come under the ambit of the Backward Classes.
The President of Haryana Jat Arakshan Samiti Hawa Singh Sangwan, President of Benayan Khap Dada Nafe Singh, and representatives of other Khaps thanked the chief minister for the decision to set up the Commission.
Meanwhile, the Central Government has called a meeting of top civil and police officers of the three states today to discuss ways to deal with the Jat agitation, demanding a quota for their community in government jobs.
According to reports, Union Home Secretary G K Pillai will review the law and order situation of the three states with the Chief Secretaries and Director General of Police (DGPs).
Pillai will take stock of the security situation, including the needs of the state, and chalk out plans so that train and road traffic and the flow of essential commodities are not disrupted by the Jat agitation.
The Supreme Court had on Thursday offered a pointed critique of the 'support' being given by the Chief Ministers of Haryana and Uttar Pradesh to the Jat agitation. The apex court also ordered the governments of Rajasthan, UP and Haryana to ensure that the supply of water and other essential commodities to Delhi is not affected.
The Punjab and Haryana High Court had also asked the Haryana Government to explain why Jat protesters, who have planted themselves on tracks linked to nearly 15 key train routes have not been removed.
Jat leaders earlier held talks with Union Home Minister P. Chidambaram and Social Justice and Empowerment Minister Mukul Wasnik to find a solution to their jobs reservation demand and also for selection of students in educational institutes. But there have been no amicable solution so far.

Black money trail: I-T dept signs MoUs for conducting study

New Delhi, Mar 27 : The government has set the ball rolling for estimating black money by signing agreements with three leading think-tanks NCAER, NIFM and NIPFP to conduct study on unaccounted income generated inside and outside the country.
They have been given 18 months to complete the study and also suggest administrative and legal measures to prevent generation of black money, according to sources.
The first study on unaccounted money was conducted by NIPFP way back in 1985.
The think-tanks would also identify important sectors of the economy in which unaccounted money in generated and examine causes and conditions that result in such unaccounted money.
The other term of reference is "to suggest ways and means for detection and prevention of unaccounted money and bringing the same into the mainstream of economy".
The income tax department entered into MoU with National Council for Applied Economic Research (NCEAR), National Institute of Public Finance and Policy (NIPFP) and National Institute of Financial Management (NIFM) last week for conducting the study at a total cost of over Rs 7 crore.
The think-tanks would also profile the nature of activities engendering money laundering both inside and outside the country with its ramifications on national security.
The three institutes would also suggest methods to be employed for bringing to tax unaccounted money kept outside India.
Besides, it would estimate the quantum of unpaid tax due to evasion by registered corporate bodies.
Indian government is facing intense pressure from the opposition parties, as also the Supreme Court, on issue of black money allegedly stashed away by some Indians in Swiss banks and other tax havens.
Expressing serious concern over generation and circulation of black money, Finance Minister Pranab Mukherjee had said in his Budget speech that the government has adopted a five-fold strategy to deal with the menace.
"The generation and circulation of black money is an area of serious concern. To deal with this problem effectively, the government has put into operation a five-fold strategy which consists of joining the global crusade against black money," Mukherjee had said.

New Delhi, Mar 24 : The V K Shunglu committee has found procedural violations in the construction of over 1,000 flats inside the Commonwealth Games Village by real estate developer Emmar MGF and indicted Delhi Lt Governor Tejinder Khanna for alleged inadequacies.
The Committee, appointed by Prime Minister Manmohan Singh to probe into charges of corruption in various projects related to the 2010 sporting extravaganza, has submitted two reports on alleged irregularities in executing contracts related to construction of the Games Village and other infrastructure projects.
The report blamed a host of officials led by the Lt Governor for alleged acts of omission and commission which brought undue gains to the project developer and estimates that DDA suffered a loss of Rs 134-220 crore due to purchase of 333 flats at a higher rate, sources said.
PMO officials said that the high level committee''s findings on award and execution of different residential and recreational facilities at the 63.5 hectares Games Village constructed near Akshardham Temple here has been sent to the Urban Development Ministry to carry out a detailed examination and submit its report by Saturday.
The panel''s third report ''City Infrastructure'' on alleged financial and managerial discrepancies on several contracts executed by various agencies are being examined by the PMO, the officials said.
The sources claimed that the Committee has found procedural violations in constructing the flats by Emmar MGF and named Khanna for alleged inadequacies.
They said the report also spoke of the role of certain Delhi Government officials in infrastructure related projects.
The Shunglu Committee had on January 31 submitted its first report on alleged irregularities in awarding broadcasting rights during the sporting extravaganza and recommended strict action against suspended Chief Executive Officer of Prasar Bharti B S Lalli and former Director General (Doordarshan) Aruna Sharma under relevant Sections of IPC and Prevention of Corruption Act for their alleged act of omission and commission.
"The Prime Minister has directed on March 11, 2011, that the Ministry of Urban Development carry out a detailed examination of the Second Report of the High Level Committee on the Commonwealth Games Village, within 15 days. A considered decision on further action will be taken after these comments are received," a PMO statement said.

BJP chief lashes out at PM for incompetence in controlling corruption

Ranchi, Mar.27 : Bhatiya Janata Party President Nitin Gadkari has slammed Prime Minister Manmohan Singh for his incompetent behaviour in the series of corruption scams that have come up during the reign of the Congress-led United Progressive Alliance (UPA) Government.
At the "Karyakarta Mahasammelan" held in Ranchi, Gadkari said that even though corruption in the 2G Spectrum scam and the Commonwealth Games took place under the PM's nose, Singh kept on denying the charges by saying that he was unaware.
Gadkari said: " Raja may have led the corruption procession as a groom, but every Congress leader participated in it."
" All the corruption has taken place by the consent of all the Congress leaders, whether it was in the commonwealth Games, 2G Spectrum, or another Spectrum scam. Corruption worth millions, but the Prime Minister states that he is not aware of any thing."
He further added that the UPA Government would die its own death and the BJP led National Democratic Alliance (NDA) would form the government after the 2014 general elections.
Gadkari also urged the BJP party workers to launch an agitation at the block and village level from April 6 to expose the Government's misdeeds.
Several corruption cases have emerged in Prime Minister Singh's second term, giving repeated chances to the opposition to attack his governance.
The Commonwealth Games were marred by serious charges of corruption amounting to thousands of crores. Dubious contracts and poor workmanship in the execution of various facilities.
In the 2G Spectrum scam also, the Government has incurred losses worth several crores.

Benazir assassination case: Pak to seek Interpol help in netting Musharraf

Rawalpindi, Mar 27: A Pakistani Anti-Terrorist Court (ATC) has directed the Federal Investigation Agency (FIA) to contact the Interpol to bring former president Pervez Musharraf back to Pakistan in connection with the Benazir Bhutto (BB) assassination case.
ATC Judge Rana Nisar Ahmed has already issued non-bailable arrest warrants for Musharraf three times, but the former military ruler has failed to appear before the court so far.
The FIA counsel asked the court to declare Musharraf a proclaimed offender (PO), keeping in view that its summons were repeatedly falling on deaf ears and the accused was not willing to show up.
The judge remarked that first the implementation of the court's orders was to be ensured. "Unless the court's directives are implemented, the accused cannot be declared a PO," he added.
The FIA's investigation team member, Khalid Rasul, informed the court that letters had been written to the British government in connection with the implementation of arrest warrants for Musharraf.
"Although, there does not exist an agreement between the two countries under which the accused can be extradited, still there is a possibility that Musharraf can be handed over to Pakistan," the Daily Times quoted Rasul, as saying.
The team further told the court that a request had been submitted to the Interior Ministry to bring Musharraf back to the country.
Upon this, the court ordered the team to contact Interpol to bring Musharraf back and adjourned the hearing until April 2.
The then president Musharraf is alleged to have been part of a "broad conspiracy" to have his political rival Benazir killed before elections, though the exact nature of the charges against him is not clear.

Govt., RBI working to lower banking costs, expand reach: Mukherjee

Mumbai, Mar 27: Expressing concern over the fact that bank penetration is limited to only a few customer segments and geographies, Union Finance Minister Pranab Mukherjee on Sunday said that the government was working in collaboration with the Reserve Bank of India (RBI) to address these concerns.
"The cost of banking intermediaries in India is high and bank penetration is limited to only a few customer segments and geographies," said Mukherjee, while speaking at Sir Sorabji Pochkhanawala Memorial Lecture 2011 here as part of the centenary celebrations of Central Bank of India.
"We are trying to address this in collaboration with the Reserve Bank of India, and with the active participation of the banking and non-banking financial entities," he added.
Hoping that this perspective would guide the growth of Indian banking system in the coming years, Mukherjee said: "While greater competition is welcome, we have to guard against the competitive race to the bottom."
Mukherjee further said that PSU banks were playing a very important role in India's economic growth and that they constitute over 72 per cent of the banking sector assets.
"While they are expected to improve their outreach and scalability for sustaining high growth of the economy, they are second to none in retail banking practices and profitability. There are, however, several concerns that need to be fully addressed," he said.
Asserting that newer perspectives and approaches towards financial inclusion are the need of the hour, Mukherjee said: "However, as I said, the outcomes of these efforts are yet to show the desired results."
" There is a case for the policy makers and other stakeholders to re-strategize the financial policies that are meant to reach the un-reached and the unbanked sections of our country," he added.

Libyan rebels push west as strikes hit Gaddafi forces

ROAD TO BREGA, Libya - Libyan rebels reached the oil terminal town of Brega on Sunday after routing government forces from a strategic eastern town, as Muammar Gaddafi's troops pounded the main rebel stronghold in the west.
Rebel fighters moved unchallenged into Brega and Al Jazeera television said they then pushed further west to the edge of Uqayla, the only town between them and major oil port Ras Lanuf.
The speed of the rebel advance suggests a rapid retreat by Gaddafi's forces after they lost Ajdabiyah, an important gateway for the better-armed force to the rebel-held east.
Rebels took Ajdabiyah after Western warplanes bombed the Gaddadi forces in what has become by far the most violent popular revolt in two months of bloody Arab world unrest.
The rebels' advance follows two weeks of losses and indicates that Western air strikes are shifting the battlefield dynamics in their favour.
As the front-line moved in the east, Gaddafi forces in the west pounded Misrata with tank, mortar and artillery fire on Saturday, although the shelling halted after coalition aircraft appeared overhead, rebels said.
"He pulled his forces out of Ajdabiyah and Brega so that he puts all his weight into attacking Misrata and winning so he can control the whole west versus losing the whole east," a rebel, called Saadoun, told Reuters by telephone on Sunday.
France said its warplanes destroyed five Libyan aircraft and two helicopters at an air base outside Misrata on Saturday.
Libyan government spokesman Mussa Ibrahim told reporters in the capital Tripoli that Gaddafi was directing his forces but appeared to suggest the leader might be moving around the country so as to keep his whereabouts a mystery.
"He is leading the battle. He is leading the nation forward from anywhere in the country," said Ibrahim.
"He has many offices, many places around Libya. I assure you he is leading the nation at this very moment and he is in continuous communication with everyone around the country."
Asked if Gaddafi was constantly on the move, Ibrahim said: "It's a time of war. In a time of war you act differently."
MORALE BOOST
Capturing Ajdabiyah, a gateway from western Libya to the rebel stronghold of Benghazi and the oil town of Tobruk, was a big morale boost for the rebels a week after coalition air strikes began to enforce a U.N.-mandated no-fly zone.
In Ajdabiyah, rebel fighters danced on tanks, waved flags and fired in the air near buildings riddled with bullet holes. Half a dozen wrecked tanks lay near the eastern entrance to the town and the ground was strewn with empty shell casings.
Rebels said fighting had lasted through Friday night into Saturday. By the town's western gate there were bodies of more than a dozen of Gaddafi's fighters. An abandoned truckload of ammunition suggested his forces had beaten a hasty retreat.
"Thank you Britain, thank you France, thank you America," said one rebel, praising Western air strikes.
The French armed forces said around 20 French aircraft supported by an AWACS surveillance plane struck targets in Misrata during the day on Saturday, including five Galeb fighter jets and two MI-35 helicopters on the ground outside Misrata.
CIVILIANS
Last week Libyan officials said nearly 100 civilians had been killed in the coalition strikes.
U.S. Defense Secretary Robert Gates dismissed the assertion on Saturday, saying: "The truth of the matter is we have trouble coming up with proof of any civilian casualties that we have been responsible for."
"We do have a lot of intelligence reporting about Gaddafi taking the bodies of the people he's killed and putting them at the sites where we've attacked," Gates told CBS News' "Face the Nation with Bob Schieffer".
U.S. President Barack Obama, criticised by U.S. politicians across the spectrum for failing to communicate the goals of the air campaign, told Americans that the military mission in Libya was clear, focused and limited.
He said it had already saved countless civilian lives.
Obama said Libya's air defences had been disabled, Gaddafi's forces were no longer advancing and, in places such as Benghazi, his forces had been pushed back.
"So make no mistake, because we acted quickly, a humanitarian catastrophe has been avoided and the lives of countless civilians -- innocent men, women and children -- have been saved," Obama said in a weekly radio address.
Obama, due to speak to Americans about Libya again on Monday evening, had also been faulted by fellow politicians for taking on a third military mission in a Muslim country with the United States embroiled already in wars in Iraq and Afghanistan.
NATO has agreed to take over the role of enforcing the no-fly zone and arms embargo against Libya, but final details have not yet been worked out for the alliance to take over.

Black money trail: I-T dept signs MoUs for conducting study

New Delhi, Mar 27 : The government has set the ball rolling for estimating black money by signing agreements with three leading think-tanks NCAER, NIFM and NIPFP to conduct study on unaccounted income generated inside and outside the country.
They have been given 18 months to complete the study and also suggest administrative and legal measures to prevent generation of black money, according to sources.
The first study on unaccounted money was conducted by NIPFP way back in 1985.
The think-tanks would also identify important sectors of the economy in which unaccounted money in generated and examine causes and conditions that result in such unaccounted money.
The other term of reference is "to suggest ways and means for detection and prevention of unaccounted money and bringing the same into the mainstream of economy".
The income tax department entered into MoU with National Council for Applied Economic Research (NCEAR), National Institute of Public Finance and Policy (NIPFP) and National Institute of Financial Management (NIFM) last week for conducting the study at a total cost of over Rs 7 crore.
The think-tanks would also profile the nature of activities engendering money laundering both inside and outside the country with its ramifications on national security.
The three institutes would also suggest methods to be employed for bringing to tax unaccounted money kept outside India.
Besides, it would estimate the quantum of unpaid tax due to evasion by registered corporate bodies.
Indian government is facing intense pressure from the opposition parties, as also the Supreme Court, on issue of black money allegedly stashed away by some Indians in Swiss banks and other tax havens.
Expressing serious concern over generation and circulation of black money, Finance Minister Pranab Mukherjee had said in his Budget speech that the government has adopted a five-fold strategy to deal with the menace.
"The generation and circulation of black money is an area of serious concern. To deal with this problem effectively, the government has put into operation a five-fold strategy which consists of joining the global crusade against black money," Mukherjee had said.

Advani rues shortest Budget session of Parliament

New Delhi, Mar 27: Senior BJP leader L K Advani today said the government should have fine-tuned the schedules of Parliament and elections in five states to ensure that the just-concluded Budget session had all the sittings.
"The dates of the Budget session and the poll schedule for the states could have been properly coordinated," Advani said in his latest blog.
He felt, "If the government and the Election Commission had had an informal interaction early in January, this situation could have been avoided."
The NDA working chairman''s comments came after Parliament adjourned sine die on Friday in view of Assembly elections in five states though it was earlier scheduled to have a second phase in April.
"This may have been the shortest Budget Session in many years" on the ground that the Election Commission had announced the programme of polls for four states and a Union Territory.
Apparently with an eye on the upcoming Assembly elections particularly in Assam, where Muslims constitute a sizable chunk of the electorate, Advani lauded the works being done by NDA-ruled states for the minority community.
In the blog, Advani referred to the speech of Shahnawaz Hussain, BJP''s lone Muslim face in the Lok Sabha, on a motion to discuss the educational condition of minorities, to highlight NDA-ruled states'' contribution for the welfare of Muslims.
"In his excellent speech Shahnawaz cited numerous statistics contrasting the prosperity of Muslims in Gujarat with the problems of Muslims elsewhere in the country," Advani said.
He also complimented Hussain for his reference to the contribution of Muslims to the Indian cricket team, saying three key players - Zaheer Khan, Munaf Patel and Yusuf Pathan - are from the BJP-ruled Gujarat.

One held for black marketing India-Pakistan match tickets

Chandigarh, March 27 : A department store owner was arrested here for black marketing tickets of the crucial India-Pakistan World Cup semifinal match to be held at Mohali. He was selling the Rs.250 ticket for Rs.25,000, police said Sunday.
Acting on a tip-off that a shopkeeper in Burail village was selling tickets in black, police laid a trap and sent a decoy customer to his shop late Saturday.
A deal was struck for Rs.50,000 for two tickets of Rs.250 face value each.
'We have caught Naresh Garg red-handed while accepting the money. He said he bought the tickets on March 21 from the main branch of the Central Bank of India. We will produce him in court (Sunday),' police inspector Amanjot Singh told IANS.
The World Cup fever has reached its peak here with a Rs.15,000 ticket of the March 30 match between India and Pakistan being sold for over Rs.100,000 in the black market.
India and Pakistan will play under floodlights Wednesday at the Punjab Cricket Association stadium at Mohali, some 10 km from here.

CWG infrastructure works made contractors richer by Rs 250 cr

New Delhi, Mar 27 : The Prime Minister-appointed Shunglu Committee has found that over Rs 250 crore of the tax payers money has been pocketed by various contractors executing the Commonwealth Games projects.
The high-level committee has estimated Rs 900 crore as "cost of delay" by certain government departments in implementing infrastructure related projects and Rs 300 crore loss to DDA in construction of Commonwealth Games Village near Akshardham temple here.
The Committee in its two reports -- construction of Village and development of City infrastructure -- has pointed out several irregularities like delays, collusive bidding and haste decision on part of certain central and Delhi government officials which led to cost escalation and loss worth crores to the government exchequer.
The HLC has found procedural violations by Delhi Lt Governor Tejinder Khanna, Chief Minister Sheila Dikshit and other top government officials for alleged inadequacies and indications of their poor oversight in executing projects related to the mega sporting event.
In its second report, the Committee said the Village site suffered from many shortcomings and necessitated extra spending of over Rs 630 crore in constructing a ''Barapullah Nallah'' flyover. Besides, the project developer Emaar MGF also made gain of Rs 134 crore to Rs 220 crore and questioned the role of the consultant, Pricewaterhouse Coopers (PwC), the report said.
"The HLC, based on the records made available to it, finds that the Union Cabinet was not provided with all the information regarding the pros and cons of the location of the Games Village...
"The consultant chosen by DDA (PwC) to advise them on execution of the Games Village Project in the PPP mode failed to perform their assigned task satisfactorily," the Committee said in the report basing its findings on interview of 16 people.
It also questioned the bail out package given to the builder and recommended action against Emmar MGF. "Government of India/DDA may take appropriate action against Emaar MGF, Project Developer, for knowingly supplying incorrect information and for its various acts of omission and commission," the report submitted by the Committee to the Prime Minister''s Office said.

Burials in quake-hit towns deepen Japan's tragedy

The funeral for Chieko Mori's daughter and granddaughter was an affront to Japanese sacred customs — the two were placed in simple wooden coffins that soldiers lowered into a ditch in a vegetable patch as a backhoe poured in earth, burying them alongside scores of other bodies.
Such an unceremonious disposal of the dead would be unthinkable in Japan in normal times. But the devastating March 11 earthquake and tsunami have left a huge backlog of thousands of bodies in makeshift morgues, leaving local governments no choice but to bury them in hastily dug mass graves.
In small-town Japan, the funeral is an elaborate and highly formalized Buddhist ritual, in which the body is washed, dressed and cremated, the ashes interred at the family tomb.
So this — mass graves, heavy machinery, improvised rites — is almost unbearable, a tragedy that robs both survivors and the dead of closure.
Since the tragedy, Mori has been in a deep shock and doesn't always respond when spoken to. Her husband, son-in-law, and another granddaughter are also dead, and they will be buried in mass graves in upcoming days. Her sister, Tomiko Sato, came from a nearby town to attend the funeral on Saturday, to relieve Mori of the burden.
"We were told at town hall that they didn't have the resources, and if we wanted proper cremations we could drive the bodies to Yamagata ourselves," Sato said, referring to a neighboring prefecture about 50 miles (80 kilometers) to the west — too far to travel with gasoline so scarce.
"But this is a temporary grave, and the government said they would cremate the bodies within two years, so we can move them to the family grave."
Saturday's mass burial was the first in Yamamoto, a town of 16,700 with about 1,000 dead or missing. Eleven uniform plywood caskets were buried, with 400 more planned in the coming days. A Buddhist priest apologized for the conditions before chanting traditional hymns, and relatives pried off the lids to caress the dead, placing garbage bags full of their belongings inside and later sobbing as white-gloved troops hoisted the coffins away.
For Sato, just finding the bodies was an achievement — she borrowed gas for her car and circled local evacuee centers for two weeks to track down the whole family, who grew strawberries in a coastal area where many houses are completely destroyed. The last to be found was Honoka, a granddaughter in junior high school, whose body was damaged beyond recognition.
"She wasn't wearing her school uniform, but her teacher contacted her boyfriend, who told us about a necklace and a bracelet he had given her. She was wearing both," she said.
The last time the whole family got together was in early December, for take-out sushi at the Mori family's now destroyed home.
The setting at Yamamoto was in stark contrast to a burial earlier in the day at Higashimatsushima, a town about 40 miles (70 kilometers) north up the coast. Soldiers there had dug pits in a muddy field at a recycling center, and a morning ceremony took place in freezing rain, against a backdrop of cubes of crushed plastic bottles and stacks of fluorescent light tubes.
Many relatives were bused in from evacuee centers and arrived in sweat pants and tennis shoes. Soldiers lowered coffins into the long ditches, and an official with a bullhorn called out the names of the dead, apologizing when he mispronounced one. Mourners in white masks sobbed from beneath their umbrellas.
"We lost my wife's father in the tsunami. He wasn't my grandfather, but we were very close, and I called him 'gramps.' He was a very kind man — he didn't like to drink but would always buy me a nice bottle of sake," said Koji Ushigome.
His father-in-law, Yuichi Takahashi, died in the tsunami at age 81, and was lowered into the ground in a white wooden coffin, with the number '670' written on the side in black magic marker. Officials were carefully noting the location of the coffins so the remains can one day be exhumed and receive a proper burial.
Officials stressed the temporary nature of the burials, and said they had little choice given the vast number of bodies. The official death toll from the quake and tsunami has passed 10,100, with more than 17,000 listed as missing
"The bodies are fairly decomposed now. These are not funerals, just short-term interments," said town official Toshiaki Aizawa.
Behind him, three cars full of mourners pulled up in the parking lot for the next set of bodies.

Benazir assassination case: Pak to seek Interpol help in netting Musharraf

Rawalpindi, Mar 27: A Pakistani Anti-Terrorist Court (ATC) has directed the Federal Investigation Agency (FIA) to contact the Interpol to bring former president Pervez Musharraf back to Pakistan in connection with the Benazir Bhutto (BB) assassination case.
ATC Judge Rana Nisar Ahmed has already issued non-bailable arrest warrants for Musharraf three times, but the former military ruler has failed to appear before the court so far.
The FIA counsel asked the court to declare Musharraf a proclaimed offender (PO), keeping in view that its summons were repeatedly falling on deaf ears and the accused was not willing to show up.
The judge remarked that first the implementation of the court's orders was to be ensured. "Unless the court's directives are implemented, the accused cannot be declared a PO," he added.

Union Bank plans entry into wealth management business

New Delhi, Mar 27 (: State-owned Union Bank of India plans to enter the wealth management business in partnership with a foreign player to increase its fee-based income, after recently receiving Sebi nod for entering into the mutual fund sector.
"Once the asset management business is in place, we will start the process of looking for the internationally reputed player for our proposed wealth management business," Union Bank of India Chairman and Managing Director M V Nair told.
Possibly after next 5-6 months, the bank will start scouting for a partner to offer the best in class wealth management products and services, he said.
Last week, Union Bank of India got the approval from the market watchdog Sebi to enter the mutual fund arena.
The bank had tied up with the Belgian financial firm KBC Asset Management to enter the MF business in November, 2008.
After getting shareholders'' approval, the bank moved the Sebi for approval in early 2009.
Union Bank holds 51 per cent stake in the JV, which has a capital base of Rs 50 crore, while the balance is with the Belgian firm.
On overseas expansion plan, Nair said the bank plans to set up a subsidiary in the United Kingdom and a branch in Australia and Belgium, and is expected to get regulatory approval for the same in the next six months.
"We hope to get approval from the respective regulators in the next six months," he said.
The bank has already got nod from the Reserve Bank of India for setting up operation in these countries.
The bank plans to open a branch in Antwerp (Belgium), Sydney (Australia). At the same time, a subsidiary in the UK which can cater to the customers in the European region.
Currently, the Mumbai-based bank has representative offices in Sydney (Australia) and London (UK).
Besides, the bank has a full-fledged branch in Hong Kong. The branch carries out normal commercial banking operations such as acceptance of deposits, trade finance, External Commercial Borrowing (ECBs) and syndicated loans.

Gujarat coral reefs a virtual gold mine

Gandhinagar, March 27 : Every square kilometre of Gujarat's coral reefs in the Gulf of Kutch is helping the state generate or notionally gain Rs.7.95 million ($177,158) annually in various sectors, including fisheries and tourism.
This has been revealed in a study commissioned by the state on economic valuation of coral reefs spread over nearly 250 sq km in the gulf, E. Balaguruswamy, principal chief conservator of forests and member-secretary of the Gujarat Ecology Commission, told IANS.
The entire three-dimensional, shallow water structures in the Gulf of Kutch are estimated to have an economic value of around Rs.2,200 million every year, the study said.
Considered a cradle of evolution, coral reefs provide habitat for commercially valuable fish, harbour vast biodiversity with unknown potential uses, provide varied and high value benefits but continue to be threatened by varied human activities.
The study covered benefits from the coral reefs accruing to sectors like fisheries, tourism and recreation, new drug and biochemicals and building materials. It also tried to monetise their natural gains like prevention of coastal salinity ingress and development of biodiversity.
'The maximum value is for fisheries followed by coastal protection and biodiversity benefit,' Balaguruswamy said.
According to the member-secretary, it is for the first time that the value of coral reefs in preventing salinity ingress along the coastal aquifer has been reported.
It has clearly proved that any decline in the 'coral health' would entail loss in the values and subsequent decline in societal well-being, he said.
The study was ordered because the coral reef ecosystem, like many other ecosystems, is severely threatened all over the world because of over- exploitation through commercial fishing, coral mining, pollution and climate change.
'A rigorous assessment and a thorough understanding of the costs and benefits of any project helps make effective decisions. It is in this context that this study was done,' said union Environment and Forests Minister Jairam Ramesh in his message carried in the report.
'Gujarat's Gulf of Kutch is considered very unique in terms of ecology and location -except for the Red Sea, the coral reefs here are at Earth's northernmost limits,' he said.
'A drastic decline in the health of coral reefs all over the globe which help reduce the impact of the waves on the shore has a direct bearing on the rising erosion and beach loss and increasing damage from storms,' said Balaguruswamy.
The Gulf of Kutch, about 170 km long and 75 km wide, encompasses an area of 7,350 sq km and lies between the Kutch mainland and the Saurashtra peninsula along the Gujarat coast.
Coral reefs, mangroves, lagoons and sea-bed grass are part of a mosaic of its natural ecosystems which make up the entire gamut of coastal and marine systems.
The high productivity of coral reefs, which contain more species per unit area than any other ecosystem, within these otherwise unproductive waters makes them critical to the survival of the ecosystems and hence human beings, the study said.
Globally, many people depend in part or wholly on coral reefs for their livelihood and around eight percent (0.5 billion people) of the world's population lives within 100 km of coral reef ecosystems.
According to the Gujarat study, the average annual fish catch value for the entire Jamnagar district was about Rs.3,138 million. For the coral-associated fishing areas, the fish catch value was about Rs.1,431 million - almost half of the total.
Thus, any changes in coral reef health will have significant impact on fish productivity and total revenue generation, it said.
According to the study, a total annual fish value of Rs.1,284 million could be linked to the coral reefs and its associated systems in the Gulf of Kutch, which leads to a fish value of Rs.4.64 million per year per sq km.
During 2008-09, the total fish production in Gujarat was estimated at 766,000 tonnes, worth Rs.30.63 billion. The marine fish production constituted about 89.16 percent of the total fish production, the study said.

Wives of Hasan Ali and associate emerge as vital link

Mumbai, Mar 27 (PTI) Behind every successful man, there is a woman. Investigators tracking funds of Hasan Ali Khan, billed as the country''s largest tax evader, are racing against time to prove the popular adage true in this case.
Wives of Khan and his associate Kashinath Tapuriah have now emerged as a "crucial" link to a huge number of investments and charges of money laundering and tax evasion, which is being probed by agencies like the Enforcement Directorate and the Income Tax Department.
The involvement of the extent of both the wives -- Rheema Hasan Ali Khan and Chandrika Tapuriah -- is being corroborated by investigators by the sheer amount of unpaid taxes that the I-T department assessment has charged them with.
While the I-T department has pegged Rs 49 crore as tax demand against Khan''s wife Rheema, a staggering Rs 20,540 crore tax demand has been raised against Chandrika by the department in 2008.
Interestingly, Chandrika''s tax demand stands next only to Khan which is at Rs 50,329 crore. Chandrika has also been alleged to be a partner in a business firm related to Khan -- R M Investment and Trading Company Private Limited. The tax demand on this firm is Rs 336 crore.
Investigators believe that a number of investment deeds and purchases have been made with the "involvement and identity" of both the women and that establishing their role into the entire case is crucial for cracking it.
"The wives role and their statements will fix the complicity of both Khan and Tapuriah in the entire case. They are the closest to their husband''s transactions. They (Khan and Tapuriah) have carried out a number of transactions using their name and identity," sources involved in the probe said.
"Their role will prove that behind every successful man there is a woman. This case is not about success but about illegal money and criminal proceeds for money laundering and tax evasion," sources claimed.
According to the 2008 assessment order of the I-T department, Khan''s wife Rheema had "admitted" acquisition of several imported cars, trips to Switzerland and other European countries, owning number of race horses, a palatial house at Pune and a flat in Mumbai, besides cash deposits along with her husband.
All this was not disclosed to the department before the searches happened in 2007, the assessment order had said.
A multi-disciplinary team of officials from I-T, ED, Economic Offences Wing of Maharashtra Police and RBI have also found two bank accounts of Khan and his wife Rheema in ABN Amro Bank, Pune, which had a cash deposit of Rs 1.17 crore in 2008.
"These two accounts were placed under prohibitory orders by the I-T authorities then and the bank has authenticated these accounts," sources said.
Similar documents and investments have also been found in the name of Tapuriah''s wife Chandrika.
Investigators will soon record statements of both women again and may also confront them with their spouses who are under the custody of the ED here.

TRS leader hacked to death

Hyderabad, March 27 :Telangana Rashtra Samithi (TRS) leader and former top Maoist Sambasivudu was hacked to death by unidentified assailants in Andhra Pradesh's Nalgonda district, police said Sunday.
He was attacked late Saturday at Gokaram when he was returning after attending 'Telangana dhoom dham', a cultural programme to demand a separate Telangana state, at Sangem in Valigonda mandal of Nalgonda district, about 120 km from here.
About 15 assailants in two cars chased Sambasivudu who was travelling in a car with his five supporters at around midnight. The attackers forced the TRS leader's vehicle to stop and attacked him with swords, sickles and other sharp-edged weapons. Three of his supporters were injured when they tried to save him.
The 46-year-old succumbed to his injuries while being shifted to Hyderabad, police said.
The body of Sambasivudu, who was allegedly involved in attacks on former chief ministers N. Chandrababu Naidu and N. Janardhan Reddy, has been kept at Gandhi Hospital where an autopsy will be conducted Sunday.
His family members alleged that police were involved in the killing. They said police used its agent and former Maoist Nayeem to kill Sambasivudu.
The former state secretary of the Communist Party of India-Maoist had surrendered before then home minister Jana Reddy in 2009 on grounds of ill-health. He had reportedly developed differences with other Maoist leaders.
Last year, he joined TRS and was made politburo member of the party, which is spearheading the movement for a separate Telangana state.
Sambasivudu, who joined Maoist ranks in 1990, was involved in 80 cases of violence, including attack on Chandrababu Naidu in 2003, failed assassination bid on N. Janardhan Reddy, and also the Balimela attack on June 29, 2008, in which 38 policemen belonging to anti-Maoist force Greyhounds were killed.

Helpline soon for dealing stress in Kashmir Valley

Srinagar, Mar 27 :As stress-related disorders are on the rise in Kashmir Valley, police is set to launch a helpline to provide counselling to patients on ways to overcome their problems.
"The Dial 100 facility is being run by the Police Control Room on an experimental basis at the moment as the counsellors are being trained by experts. The facility for stress management will be thrown open to public very soon," a senior police official said.
Police has roped in several psychologists and psychiatrists including trauma counsellor Justin Hardy for training the counsellors, who are currently undergoing a week-long training programme.
Assistance has also been sought from NGO Kashmir Life Line for providing training to the counsellors who will man the Dial 100 facility.
The police personnel manning the Police Control rooms have also been put through the training in a bid to sensitise them about the issue.
"The program has been designed to sensitise the counsellors of stress management help line, drug de-addiction centre PCR and the policemen manning the Dial 100, as to how they could deal with people who call them for help to cope with stress," SSP Police Control Room Srinagar Javed Faroqui said.
The psychologists and other trainers demonstrate the techniques to the trainees on how to converse with a caller who seeks help for coping with stress.
The Valley has seen a number of suicides or attempts to commit suicide go up drastically.
"At least two to three cases of attempt to commit suicide are reported at SMHS hospital in Srinagar on a daily basis. These are figures from just one hospital and the situation seems to be alarming," an official at Srinagar''s largest government-run hospital said.
Over 100 cases of suicide were reported during 2010 alone. Psychologists have attributed the rise in such cases to the turmoil and strife in the Valley over the past two decades.
Drug addiction is the other major stress-related social evil that has taken the Valley in its grip. More than 4,000 youths have approached the police drug de-addiction centre, since its inception in March 2008, to kick the habit.
Out of these 538 were found fit to be admitted in the centre and so far 244 have been treated. "We still have 292 cases which are waiting to be admitted as we do not have enough room," a police official said.
"We are hopeful that we can keep them away from drugs and intoxicants too as it has become a major problem in Kashmir," he added.

Hindu nationalism is an opportunistic issue for BJP: Jaitley

New Delhi, Mar 26 (PTI) It was BJP's turn yet again to be hit by Wikileaks cables with a US diplomat reporting that its senior leader Arun Jaitley had remarked to him that Hindu nationalism is an "opportunistic issue" for his party.
"Pressed on the question of Hindutva, Jaitley argued that Hindu nationalism 'will always be a talking point' for the BJP. However, he characterized this as an opportunistic issue," a cable by Robert Blake, the Charge at the US Embassy, to his government, had said after a meeting with Jaitley on May 6, 2005.
Jaitley, however, maintained that he had not used the word 'oppurtunistic' while Congress attacked him saying those living in glass houses should not throw stones at others.
The cable by Blake said, "in India's northeast, for instance, Hindutva plays well because of public anxiety about illegal migration of Muslims from Bangladesh.
"With the recent improvement of Indo-Pak relations, he (Jaitley) added, Hindu nationalism is now less resonant in New Delhi, but that could change with another cross-border terrorist attack, for instance on the Indian Parliament," the cable, accessed by The Hindu, said.
Jaitley, the Leader of Opposition in Rajya Sabha whom the cable described as "one of several aspirants to direct the next generation of BJP leadership", said in a statement that the word oppourtunistic in reference to Hindutva could be the "diplomat''s own usage".
He said the cable by the diplomat in 2005 makes a reference to his conversation with him. "The cable reflects my views on cross-border terrorism, illegal infiltration from Bangladesh and the unfair denial of US Visa to the Gujarat Chief Minister (Narendra Modi).
"However, the use of the word 'opportunistic' in reference to nationalism or Hindu nationalism is neither my view nor my language. It could be the diplomat''s own usage," he said.
Losing no oppurtunity to corner BJP which is attacking the UPA over Wikileaks, Congress told the BJP that those who live in glass houses should not throw stones at others.
"Chickens are coming to roost, what goes out wrongly hits back like a boomerang. People living in glass houses are taught in this manner that they were to throw stones at others," Congress spokesperson Abhishek Singhvi said.
