The general secretary of the AIADMK Ms Jayalalithaa has said that the Karunanidhi family, after causing a loss of one lakh 80 thousand crore rupees to the nation through the Spectrum Himalayan scam, had bought assets on a large scale worldwide. She has appealed to the people to teach a fitting lesson to Karunanidhi in the ensuing elections to retrieve the money swindled by the Karunanidhi family through the spectrum scam, illegal quarrying of sand, smuggling of ration rice, sale of fake lotteries and grabbing lands and to ensure the security of the nation.

In a statement released today, Ms Jayalalithaa said that true to the Tamil adage on grinding old dough again and again, Karunanidhi was trying to cover up the 2G spectrum Himalayan scam on the Goebellsian principle of repeating a lie again and again.
She pointed out that Karunanidhi, in one of his statements, had said that in a hall where no more than 10 thousand persons could stand a person had claimed that lakhs and lakhs of people had assembled. Likewise, everyone was hiking the quantum of scam in the spectrum allocation to the extent of a lakh and thousand crores. Ms Jayalalithaa said that Karunanidhi, who had initially said that no corruption had taken place, through this statement of his had conceded that corruption to the tune of at least 10,000 crore rupees had taken place.
Secondly, Karunanidhi had mentioned that Kapil Sibal had categorically stated that there was no loss through the allocation of spectrum. Perhaps Karunanidhi had forgotten that Kapil Sibal had invited strictures from the Supreme court for making such a claim.
Thirdly, Karunanidhi had tried to portray that Raja had followed the first come first served basis because he felt that concessions should be extended to the people in the telecom sector. Such a claim by Karunanidhi was totally false. Ms Jayalalithaa pointed out that only some unqualified companies such as Swan telecom, Unitec, Loop Telecom, and Alliance Infra had secured spectrum due to Raja's favour. The companies which had secured the licenses had sold their shares to other companies for several crores of rupees. For example, Unitech which had secured the 2G spectrum licence by paying a fee of 1650 crore rupees, had sold 60 percent of its stake to Telenor of Norway for an astounding 6129 crore rupees. Swan Telecom company had sold 45 percent of its shares to Etisalat of UAE for 4500 crore rupees. Is it Karunanidhi's claim that the huge profits earned by these letter ad companies were the concession extended to the people?
Most of the companies that had benefited through Raja had not launched services yet. When the situation was such, it was up to Karunanidhi to explain what concessions had been extended to the people.
In fact, Raja had not even followed the policy of first come first served. If Raja had followed this policy properly, he should have first disposed of the applications received from 2006 to 2008. Instead of doing that, Raja had sold 2G spectrum licences ignoring all the qualifications needed to be granted a licence, just to satisfy the leader of the political party he was affiliated to and the leader's family members. In short, he had diverted the income that should accrue to the government treasury to the family coffers of Karunanidhi. Ms Jayalalithaa said that it was not the people who had benefited through the wrong policy of Raja. She said that it was the members of the Karunanidhi family who had benefited.
Karunanidhi had said that when a government was meant for dispensing public welfare, it would not function with commercial objectives or making profit. He had said that a government should function only keeping the welfare of the society and it was not good for it to function merely keeping in mind loss of revenue or saving expenses. When a government functioned with a commercial motive and strived for profit, the money thus earned would be used for the people, in other words for the welfare of the society. If a government functioned as Karunanidhi suggests, then only a particular section would benefit. Ms Jayalalithaa said that it was condemnable that Karunanidhi had expressed such an opinion keeping in mind his society. As the union government had functioned as suggested by Karunanidhi, the nation had suffered a loss of one lakh 80 thousand crore rupees. All that money had been diverted to the Karunanidhi's family.
Next, Karunanidhi in his statement had said that initially if a person used a cellular phone, the one making the call would have to pay 16 rupees and the one who was accepting the call would have to pay 8 rupees and that at present, if a person spoke for a minute the cost was 40 paise or 30 paise. Ms Jayalalithaa said that usually when an item is used by more number of people, the price would go down on its own. Perhaps Karunanidhi was unaware that in business, companies themselves reduce prices to ensure that their products reached all sections of the society and to face competition. Citing an example, Ms Jayalalithaa said that when computers were introduced in India it was priced at one lakh rupees. Today computers were available for as cheap as ten thousand rupees. As a consequence everyone was using computers now. The cellular call charges had come down the same basis, Ms Jayalalithaa pointed out. However all these cellular phone companies had secured licences before 2004. Ms Jayalalithaa pointed out that the people had not received any benefit through the companies to which Raja had sold 2G spectrum at throwaway prices and that most of these companies had not commenced their services yet.
Karunanidhi had lamented that the income accruing to mobile phone operators from the users had gone down from 340 rupees per month to 120 rupees per month. When 40 lakh persons were using mobile phones, the cell phone companies had earned 340 rupees per month per mobile phone. Today, when 73 crore persons were using mobile phones, Karunanidhi had forgotten to calculate how much the total income of the telephone companies had gone up. Karunanidhi was the only chief minister who was concerned that the revenue of cellular phone companies had gone down. True to the adage that birds of a feather flock together - Karunanidhi had raised his voice in support of company owners. He was an expert at making calculations when it comes to people and when it comes to private companies he was an expert at calculating their profit
Finally Karunanidhi, in his statement had claimed that TRAI had said that there was no need to auction spectrum. Ms Jayalalithaa raised some questions in this connection.
She pointed out that TRAI in its recommendations in 2003 had clearly stated that if the government wanted to allocate additional spectrum it should do so through auction. This recommendation of TRAI had been approved by the union cabinet. Why had Raja not followed this method, she questioned.
If a union minister wanted to function in contradiction to a recommendation approved by the union cabinet, he should once again get the approval of the union cabinet. Was the union cabinet's approval taken for the violation by Raja, she asked.
Ms Jayalalithaa pointed out that TRAI in its recommendation dated 28th August 2007 had said that the price for spectrum fixed in 2001 was not acceptable and has asked the government to look into the procedure for sale of spectrum. Did Raja follow this recommendation of TRAI, she wondered.
Ms Jayalalithaa said that TRAI in its 2007 recommendation had said that no curbs must be placed on receiving applications for spectrum allocation. However, violating this, why was a press release given on the 24th of September 2007, stating that applications for 2G spectrum licence would be received till the 1st of October 2007. Later why was the last date for accepting applications changed to the 25th of September 2007 by Raja, she asked.
Why had Raja rejected the law minister's recommendation dated 1st November 2007 that the issue of fixing of price of 2G spectrum should be referred to an empowered group of ministers, Ms Jayalalithaa questioned.
Why had Raja not followed the Prime Minister's advice that the price of 2G spectrum should be fixed through auction.
Why had Raja not accepted the proposal that the price of 2G spectrum should be fixed based on market condition proposed by the former finance secretary who is presently the Reserve Bank of India's governor, she asked.
What was the reason for Raja rejecting the request by former telecom secretary Mathur and member secretary-finance Manju Madhavan that the price of the 2G spectrum licence must be determined based on auction?
When the number of mobile phone customers, which was 40 lakhs in 2001, had gone up to 40 crore in 2008, why were spectrum licences granted by Raja to 122 applicants at 2001 prices hastily within one hour on the 10th of January 2008, she asked.
Ms Jayalalithaa said that the Supreme Court had issued notices to the companies that had secured licences without fulfilling the criteria, only because large scale corruption had taken place in the allocation of 2G spectrum allocation. Under such circumstances, Karunanidhi was trying to deceive the people by repeating the lies he had uttered earlier while completely hiding the truth. Ms Jayalalithaa said that due to the actions of Karunanidhi and his family members, not only had losses accrued to the nation, but the country's security was also under threat.
Ms Jayalalithaa said that the sum of one lakh 80 thousand crore rupees was a loss suffered by the union government. But the assets piled up by members of the Karunanidhi family worldwide through this was multi fold. Karunanidhi's family members have bought assets worldwide to such an extent that they can even lend to Indian government. If the union finance minister was announcing categorically that the details of black money of Indians stashed in foreign countries cannot be made public, on the very next day after meeting Karunanidhi, it was clear that it was Karunanidhi's family members who were having black money and that this money was the money swindled by the members of the Karunanidhi family through 2G spectrum scam, sand smuggling, rice smuggling, sale of bogus lottery tickets and land grabbing. Ms Jayalalithaa asked the people of Tamil Nadu to understand the true situation prevailing in the 2G spectrum Himalayan scam issue and teach a fitting lesson to Karunanidhi to retrieve the lost money and to ensure the security of the nation.
